Unfortunately, even after that issue was resolved, some other issues were later reported to Microsoft related to their WinForms designer (which is inherited for use in SectionReport).
Now that .NET 5 is no longer supported by Microsoft, the Code-Based designer for .NET Core does not work in this.
However, with the release of our latest ActiveReports version 20, we have implemented a new designer for Code-Based SectionReport in .NET Core to be used with .NET 8 and above you may upgrade your project to NET 8 or above and then work with our NET Core designer following the guide here: Designing Code-Based Section Reports in Visual Studio.

Unfortunately, if you are unable to upgrade from .NET 5, then you’ll have to stick with the NET Core designer workaround mentioned above.
