  This website seems too only provide the option to download the latest version of the ActiveReports * "Professional "
  
  version. Where can I download the latest version of the Standard Edition? I already have a license for ActiveReports 16.0.0 Standard Edition and would like to update it 16.1.x.

  Hello,

  There is no separate installer for the standard edition and professional edition. To use the features of the standard or professional edition, you would have to simply obtain the license for the same and proceed with licensing your machine.
