AR 17.3 web designer - localization issue

    When changing the language of a report, the report designer (Windows) will create Localization Resources inside the report, for the chosen language. This doesn’t work in web designer, although I can change the report language, this setting has no effect, and will overwrite the default values.

    Reporduce:

    1. Create a report with a text field and name it “Hello” (Language: Default)
    2. Change the report language to French-France and change the text to “Bonjour”
    3. Switch back to “Default”, you will see “Hello” and vice versa.

    In Report web-designer:

    4. Change the report language to French-France and change the text to “Au revoir” and save the report.

    5. Open the report in French-France, the Text remains “Bonjour” but now the default Value is “Au revoir”.

    This is a bug. The web designer should behave as the windows designer does. When a language in the report is chosen, I only should edit the localization values of the chosen language
