The AutoClose property of C1Menu is used to define whether or not C1Menu will close when the user clicks outside of it (not on leaving the menu area). Please see the following documentation link - http://help.grapecity.com/componentone/NetHelp/C1BasicWPFSL/webframe.html#C1.Silverlight.5~C1.Silverlight.C1Menu~AutoClose.html
I could reproduce the second issue where C1Menu stays on top of other windows as well and have forwarded it to the development team for review (Tracking Id - 353913). Sorry for the inconvenience.

The issue where C1Menu stays on top of other windows when the window is changed is because of a bug in the WPF Popup control. So you’ll need to close this menu. Please see the following link for more details:
https://social.msdn.microsoft.com/Forums/vstudio/en-US/82048b75-bdd6-4749-8c66-999b0d5b8332/wpf-popup-stay-with-another-application?forum=wpfOur development team has implemented the fix in C1Menu in the latest hotfix 4.0.20183.612. It is currently under testing and will be available on our prerelease website (http://prerelease.componentone.com) once it is passed by our QA team.
Thanks
