Can't build an Active Report in 18.2.2

  I am trying to upgrade a project from Active Reports 18 to Active Reports 18.2.2. I first tried to use the upgrade to .NET 18 tool which just hung in my Visual Studio 2022 Preview. I next tried the upgrade on an Active Reports 16 project which also hung. I have attached a screen shot.

  The errors I am seeing when I try to build are undecipherable. Here they are:
  
  Warning As Error: Detected package downgrade: MESCIUS.ActiveReports.Chart from 19.0.0 to 18.0.4. Reference the package directly from the project to select a different version.
  
  valleywidepubmanager → MESCIUS.ActiveReports.Chart.Win 19.0.0 → MESCIUS.ActiveReports.Chart (>= 19.0.0 && < 20.0.0)
  
  valleywidepubmanager → MESCIUS.ActiveReports.Chart (>= 18.0.4)
  
  I am confused by these errors because I do not have Active Reports 19. I have 18.2.2

  I was able to upgrade a .NET 6 web app that was Active Reports 18.0 to Active Reports 18.2.2. That gave me the NuGet packages I needed to compile my .NET 8 application.
