MethodGetDigitSubstitutionGets or sets the language that is used when local digits are substituted for western digits.  
MethodGetTextLayoutServiceOverloaded. Returns a ITextLayoutService for the specified language. In the case of same language returns itself, otherwise it will be created a new instance.
