    Fires whenever the list has focus and the scrollbar thumb is moved using the mouse.

    The event handler receives an argument of type FetchScrollTipsEventArgs containing data related to this event. The following FetchScrollTipsEventArgs properties provide information specific to this event.

    ColIndexIndicates the position in the DisplayColumns collection.  
    RowThe index of the topmost row for the scroll tip.  
    ScrollBarIndicates the scrollbar that was moved.  
    ScrollTipThe text to be displayed in the scroll tip.

    TipStyleThe Style used to render the scroll tip.
