The tile source is used as following:

The CustomTileSource property is used if it's not null.
No tile source is specified.
The C1.Win.Map.VirtualEarthRoadSource is used.
The C1.Win.Map.VirtualEarthAerialSource is used.
The C1.Win.Map.VirtualEarthHybridSource is used.
The C1.Win.FlexReport.CustomFields.Maps.OpenStreetMapTileSource is used.
Obsolted. No tile source is specified.
The GenericTileSource property is used.
