OnScrollTip Method (C1FlexPivotGrid)

Called when the grid contents scroll vertically, to update the value of the scroll tip.

This method processes the new scroll position and calls C1.Win.C1FlexGrid.C1FlexGridBase.OnShowScrollTip.
