<div class="markdown level0 remarks"><p>This event fires before the <a class="xref" href="C1.Win.FlexGrid.C1FlexGridBase.Row.html#C1_Win_FlexGrid_C1FlexGridBase_Row">Row</a> or <a class="xref" href="C1.Win.FlexGrid.C1FlexGridBase.Col.html#C1_Win_FlexGrid_C1FlexGridBase_Col">Col</a> properties change, either as a 
result of user actions or through code. It allows you to prevent the selection of certain cells, 
thus creating "protected" ranges on a grid.</p>
